Ingredients

1 lb beef (sirloin or flank steak), thinly sliced
2 tbsp vegetable oil
3 cloves garlic, minced
1 tbsp ginger, minced
1 red bell pepper, sliced
1 green bell pepper, sliced
1 onion, sliced
1 can black beans, rinsed and drained
4 tbsp soy sauce (1 for velveting, 3 for sauce)
1 tbsp oyster sauce
1 tbsp cornstarch (1 for velveting, 1 for sauce), dissolved in 2 tbsp water
1 tbsp rice wine, vinegar or dry sherry (for velveting)
1 tsp sugar (for velveting)
1/2 tsp salt (for velveting)
1/4 tsp baking soda (for velveting)
Salt and pepper to taste
Cooked rice, for serving

Instructions

Velveting Beef: In a bowl, combine 1 tbsp soy sauce, rice wine or dry sherry, 1 tbsp cornstarch, sugar, salt, and baking soda. Stir until the cornstarch is dissolved and the mixture is well combined.

Add the thinly sliced beef to the bowl and toss to coat. Marinate for at least 30 minutes in the refrigerator.

Black Bean Sauce: Heat 2 tbsp vegetable oil in a large skillet or wok over high heat.

Add the marinated beef to the skillet and stir-fry for 2-3 minutes until browned. Remove the beef from the skillet and set aside.

In the same skillet, add minced garlic and ginger. Stir-fry for 1 minute until fragrant.

Add the sliced bell peppers and onion to the skillet and stir-fry for 2-3 minutes until they start to soften.

Add the black beans, 3 tbsp soy sauce, and oyster sauce to the skillet. Stir to combine.

Return the beef to the skillet and stir-fry for another 2-3 minutes until the beef is cooked through.

Stir in the cornstarch mixture and cook for an additional 1-2 minutes until the sauce thickens.

Season with salt and pepper to taste.
